DC is very different. There may be no worse place in the US to be a crime victim.
A few years ago, a woman was struck and killed by a hit and run driver in DC. Witnesses reported the license plates to the cops. After a few months, the family of the dead woman caught the attention of the news media to report that the DC police had never followed up on tracking down the driver. The cops said that since there would be no way of knowing who was actually driving the car at the time of the accident, that it was not worth tracking down the car.
The world got an idea of the incompetency of the DC police in the Chandra Levy investigation...enough said.
I live in Virginia and avoid taking a car into DC at all costs.
