I owned a '21 last year. It seemed to "almost" play flat with ANY mouthpiece, until I was able to warm up to "playing" temperature. Particularly flat (until warmed up) was the low C. My belief is that the '21's are built pretty long-ish. I used a Helleburg-style mouthpiece (brand of your choice) on mine, but I don't believe that you'll find ANY mouthpiece that will make the low register on the '21 "roar" like you really might wish it would.

I think that a practical design change on the '21 might be to move the 5th rotor around to the large side of the main slide (ala CSO York). This shouldn't change anything really, EXCEPT the ability to shove the main slide in farther until the instrument warms up to playing temperature.
