Congratulations on obtaining a new tuba. I have purchased three tubas and all were used. The first thing that I do when I have a new horn is to pull all the slides and remove the valves if they are pistons and give it a really good bath. I found that dish detergent works well, I like Palmolive. Wash the tuba first, than the slides and finally the valves in clean water like your sink. Let the horn dry overnight and when you put everything back in place, this is when I grease and oil the slides and valves. If this doesn't help, I would take it to a pro to check the alignment of the slide casings.
