I was unaware that Custom put serial numbers on their Rudys. Mine doesn't have one. You might try contacting them and inquiring but I would guess they probably didn't put the serial number on the horn. My guess is that the first owner did this (as I did with mine) and just picked a serial number that he/she liked. I'm not sure why it was put on the leadpipe though. That would be pretty easy to find and remove. Good luck with your search!
