Since it is a novelty piece, you're dealing with two aspects of performance. While it lies well for Eb or F tubas (Bb on top of the staff to C below the staff), there's the visual aspect of the performance to consider. I'd be inclined to do the tuba part on a really big CC or BBb, or even better yet, a sousaphone. Just be careful to hold back to keep the tonal balance right.
