I believe the main difference in sound comes from the difference in lengths of tubing. The F tuba, being a higher pitched instrument, will naturally be constructed of a shorter overall tube. This accounts for the difference in sound quality.
Nowadays, many F tubas are as big as or in some cases even bigger than CC tubas. I once had a Miraphone 184 CC and it was a midget next to my Perantucci F! Yet the quality of the sounds from these two instruments was markedly different. I think CC tubas generally get more fundamental in the tone than F tubas, while F tubas have more bite.
