I used to find it necessary to shift into my pedal range, and did so with some success. (how often does one really need to play pedal CC or BBb anyway?) However, after spending the last two years really concentrating on the low register, I found that I, too, can play with 1 embouchure in every register. Playing with one embouchure created a seamless quality that wasn't in my sound before. My sound in the low register, not just pedal, became more consistently solid. It also makes playing pieces like Fountains of Rome MUCH easier.

Good exercises:

1. Extend scales into the pedal range and back up.
2. Octave slurs that go down into the pedal register.
3. Descending note patterns, holding out the last note or rearticulate it.

Have fun, impress your friends!

Paul
