I would have to say yes. F tubas are generally used in solo, and small ensembles. F tuba comes off more like a euphonium or Baritone which doesn't really suit the purpose of the very low going BBb and CC tubas which gets the job done do to some of the very lower parts. More specifically BBb tuba are more suitable for band situations because it tends to blend in with the band generally more than the CC tuba. The CC tuba are mostly used for orchestra purposes and tends to blend in more with the orchestra parts. Both tubas BBb and CC can be used in either band or orchestra but one or the other tuba tend to be more suitable according to the situation
