Low range on different horns

I'd like to hear reasons (scientific and anecdotal) why some instruments speak with relative ease and volume in the bottom octave and others don't. Is it bore size? bell size? metal thickness? shape?

I'm thinking particularly of the Cerveny "compact model" BBb I've played (which is stuffy and sharp in the low octave) compared to the St. Petersburg I borrowed yesterday (which plays like a dream in that register). The Cerveny is .795 bore with a 14" bell; the St. Pete is .850 bore with a 16 1/2" bell.
