You misread. I compared a low G on the CC to a low C on the F. Not the same pitch. And I agree...I bet you haven't played a rotary F tuba lately? Or maybe you're a super expert? The piston F's don't seem to have the difficulty in playing that note.
And to further illuminate: the same technique used to get an open low C on a CC tuba, gets about nothing on the same note on an F tuba. Or stated differently, you can get the open low C on the CC tuba to sound reasonably good with only minimal technique, but that same minimal technique won't get much out of a rotary F tuba on the same note.
