The point is, Verdi hated the sound of the tuba, and how it blended with trombones. The Metropolitan Opera, for rotational reasons, not because any conductor said, "I want to ignore the wishes of the composer and use tuba on the bottom", would often use tuba on Verdi so that all the members of the low brass section could meet their four performance a week obligation.
