Raw Economics. It takes no longer to cut new tubing and solder up the slide crooks for CC, than it does to make the valve section BBb. The actual cut and retaper of the branches is not that much extra work when you know you are going to overhaul the branches anyway. So in exchange for about 5% extra work, I will be able to sell the horn for an extra 20% or more becasue the typical CC buyer is willing to pay extra for a nice playing horn with slides that work. The typical used BBb tuba buyer is just looking for cheap.
I have a big 6/4 Holton I am thinking about making as a big BBb, but know I can typically get more money for it if I cut it to a CC. Matt
