I think that's a little optimistic, particularly with the "I-spent-six-weeks-at-a-technical-training-school" wonders.
How many LRG's can spin a tuba bell? Or manufacture a new bottom bow? Heck, judging from many of the guard-less repaired horns I've seen, most of 'em don't even know how to make a new bottom bow guard. If this were Germany, where a repair tech spends several years learning the trade, I'd be inclined to agree with you.
