This tuba was made under a procurement contract for the military. I do not have my book of serial numbers handy, but would be willing to bet that it was made in the 1930's - remember that this is a guess.

USQMC stands for United States Quarter Master Corps. Buescher made a lot of instruments on contract to the Department of War, but seemed to make a ton of them from 1914 to 1925. (Again, an informed guess on my part.)

Call Werlein's Music in Metairie at (504) 883-5072 and ask for the repair shop. They might be able to assign a date to this tuba. It might have a story to tell you if you do some research. (This will not increase the value at all, however.)
