No doubt the best band for your buck is to buy a used Besson 4 valve compensating E Flat. These horns play well, Just about any rasonable tuba mouthpiece works, and with the compensating low range you won't be afriad that your low range won't get the job done on the E flat. I take it you still have the B flat for when you really need a large tuba. I found a used Besson E flat 19 inch bell for only 1450, and even though you might have to pay a more to find one, for an all around horn there's nothing else in this price range in E flat or F that can touch it.
