Sometimes it helps to dump some THIN valve oil down the leadpipe. However, your horn is a good candidate for a trip to the repair shop to be cleaned by a professional. Crud builds up inside the valve casing and rubs the outside of the rotor. Don't try to take the valves apart yourself unless you know exactly what you are doing. Take it to a pro.
