The 621 F is a very agile instrument, great for home practice, and fun to play, except for the odd angle at which the valves force you to hold your wrist. Better low register than the 182, but you might find a used 182 cheaper than a used 621. That being said, you might also consider an old Conn 2J CC tuba. These aren't a whole lot bigger than a 621, have a better low register if only because of the easier fingerings, and are very comfortable to play. PLAY one of these before buying it.
