There may be some specific horns that respond well to that configuration, but I don't think that's generally true. I would imagine that if the leadpipe is too big, a smaller backbore (being close to the area that's too big) would be a good compromise. That's just compensating for bad design.

I'm not sure what you mean by "center of the impedance curve" of a mouthpiece.
