Your comments make a lot of sense. I couldn't imagine that the intent was to have the upper octave played on tuba. Since the part is marked "Basses" it is nebulous, at best, as to what is intended. Additionally, the only score on hand was a Conductors score, so that was no help providing clarification. I have a recording of this work with the University of Michigan Band; it doesn't sound like anyone is screeching around high f on any type of tuba, CC, Eb or F.
