You may find that the tuba is one of the more difficult instrument to find for a quintet. Since you don't have this problem ;) all you need to do is find the other four members. It may be possible that there are some potential quartets out there who are hunting for a tuba. So:
1. advertise YOUR availability (using the venues already suggested)
2. you might check with a number of larger churches in your area. I suspect a significant number (percentage-wise) of adult amateur musicians who are playing actively may be found in local churches.
3. of course, if there's a local community band that you could (have) join(ed), this would be the other significant source of adult amateur musicians who are still playing actively.
