The third bell is indeed a "dummy". According to the owner, it was used in a vaudeville-type act in the 1890's, when the third bell (non-functional) was added. I suppose it was part of a magic act wherein the owner pulled a rabbit out, or something like that.
I believe the bell is removable, so it's not soldered on.
