I think all y'all (practicing for NC next May) missed the point of Rick's response. He was saying that he would make a tuba that plays as well as the 6/4 York conversions that BBC has been selling, but which one could buy for only $1500.00. Commas make all the difference, don't they? ;-)

If anything was possible, I would make a horn that plays like the best horns I've ever played; bass, contrabass, 3/4, 4/4, 6/4, etc. The difference though would be that I would have a switch on the horn that I could use to set the horn to play like any one of those horns, thereby giving me access to every horn I would ever need but I would only have to carry around one tuba. The only other thing I would do is adjust those settings so that every horn plays exactly in tune without any alternate fingerings. My current main tuba is like this and it makes all the difference in the world.

My opinion for what it's worth...
