In the Music Shops and Organizations link on the main page of this site, you will find links to Brasswind, Brookmays, Dillon Music, Baltimore Brass, and other sites. Prices will be listed on many of these web sites. All four of those shops (and others I'm forgetting) have similar prices, and the best prices. Dillon Music and Baltimore Brass both have a reasonable collection of used tubas -- I'd look there first.

In your price range, you'll likely be looking for a used, B-flat tuba (the "standard" high school instrument) with only 3 valves -- not a Cadillac by any means, but it would likely get a student started. If you can get close to $2000 saved up, you should be able to find some nicer four-valved instruments that will serve a serious student better, and longer into his tuba career.
