This is my take on it (please correct me if I'm wrong, or feel free to add to this theory):

There must be lots of factors, but No 1 has to be response (the amount of air it takes to start the resonation: some tubas have more inertia than others, and in different ranges and even on different notes). This could itself be due to thickness of metal, closeness of wrap, leadpipe length and taper and other design features.

I think I'll search the archives for posts on mouthpiece selection and its effect on air usage.
