Its VERY hard to argue with (or out-perform, for that matter) the under-$25 Korg CA-20 automatic/chromatic tuner...
...excellent!!!! (and temporarily sold out, as a band director bought one for every music stand in his band room, today)

As far as metronomes, the (again, cheap) Seiko DM-20 has a headphone jack + various subdivisions for a very low cost.

The "Dr. Beat" upper end models really are neat, but don't offer a whole lot more than the DM-20, except that one may "layer" various subdivisions on top of others for advanced rhythmic concepts. However, the Dr. Beat (upper end models') size is clunky, and a theft (typically from a practice room music stand or gig bag) = a loss of over $100 value. The "talking" model Dr. Beat is a bit spooky for some folks (as the voice sounds a bit like some sort of asian dominatrix [Where in the world did that remark come from???]) but the "talking" model is ingeniously designed with a cymbal stand (yes, like a drum set) female thread in the top, so a band director might conveniently pose this metronome up on a (cymbal) stand conveniently beside his podium (rather than on his director's stand, in the way of his scores).
