I suspect that you may have an old "high-pitch" instrument. Do you have to pull the main tuning slide way out to bring it down to pitch? That causes my old Besson euphonium to display similar symptoms. I suspect that a longer leadpipe (tapered, not cylindrical) might help, but I have not tried it.
