I believe that John Fletcher used the CC for the majority of his orchestral stuff. George Wall is in fact one of the very few players in Britian who doesn't have an Eb - he uses F and CC. Being mainly an Opera guy, he tends to use a cimbasso for most of his work.

In terms of your average British tuba player, almost all the pros have a CC, but different people use them to differing degrees, and they will usually play Eb as their other horn. British amuters, on the other hand, tend to use a B&H Eb for absolutely everything.
