There are many arrangements floating around, including a newer one by Denis Wick, which was discussed on the BBS recently . ( I checked the archives, there was a number to call in England if you are interested in learning how to obtain this arrangement.) Chances are, the transcription sitting in a university library was one done by a faculty member or student at the school.

I know that the DC military bands utilize their arranging staffs frequently for reorchestrating orchestral works. A little known fact is that these arrangements, since paid for with your tax dollars, may be available for your use (although I have no first hand knowledge of an arrangement of the Vaughan-Williams by a military band member.)

As I understand the copyright laws, all of this is perfectly legal, as long as there is no performance for profit involved.
