Since my (and quite a few others') low notes don't pop out quite as easily with facial hair, I still recommend shaving any under the embouchure off first. If it helps bunches, they can improve from a better starting point (etudes, exercises, etc, which will inevitably be recommended by others), and if it doesn't help at all, they can let the hair grow right back (if they want to).

From the trombone and tuba players I know, I would predict about a 2-1 chance that shaving (if there is hair under the mouthpiece) will help.

Moreover, since it is so incredibly EASY to shave hair and to let it grow back, that is why I recommend it FIRST.
