I'm no professional or anything, but my advice to you would be to start at either C or Bflat under the staff (whichever one of those 2 notes is open for you) and do the remington scale downwards in half steps. If you don't know the remington scale then you can email me and I'll explain it to you. But, basically any kind of slow slurring excersize should help you. Just start on a target note (C or Bflat) and work your way down 1 half step at a time. Eventually you will be down an octave from your pedal note and maybe even 2 octaves. As you become more comforatable in that lower range you can add it into your normal everyday slurring patterns and it will be a piece of cake for you. If you make that a part of your daily routine, then not only will your pedal tones improve, but your breathing will as well.
