That was one of the older policies. The policy on that changes from commander to commander. At present, civilian winner(s) are chosen for openings. If the opening happens to be in concert band, then the civilian winner(s) is/are then matched up against any ceremonial band musicians who wish to try for the spot. This time, because of a couple of factors, there were no civilians at the concert band audition. The four of us went in and 1 came out. The two civilian winners will be in ceremonial band.
The previous policy, as of a month or two ago, was to only audition the people already in the ceremonial band for concert band spots and have all new people go through ceremonial band first.
Everyone in the band has a preference as to how concert band spots should be filled, but it is ultimatelly up to our commander to make those kind of policy decisions. Our job is to faithfully adhere to those decisions.
