I find that sometimes there could be a bias in favour of tuba players at competitions entered by people playing different instruments. The reason that I believe this can exist is that if, for example, a student cellist plays the Elgar Concerto, then you can be pretty certain that the judges will have heard it performed much better by Rostropovitch, or someone similar. However if a tuba player turns up playing, for example, the Gregson, it is likely that it will be the best performance of it that the judges have heard. As many people have the prejudice that tubas are for 'oom-pah' and nothing else, you find that a mediocre student tuba player can really astound some judges who could be ignorant of what the tuba is really capable of.
