-If you are in it for the money, leave the horn alone.
-If you want to sell it, leave it alone.
-If you want to keep it and/or play it...go for it...rebuild the entire thing.

One relative purchased a classic car from a man that never drove it. It was in perfect condition. He purchased the car, and drives it everywhere during the summer. He figures that if you can't drive it and enjoy it, then why should you own it? That isn't to say that the first owner didn't enjoy looking at his car under a cover for the time he owned it. Everyone enjoys their things in a different way. If your idea of enjoying the instrument is having it restored and playing it, go for it.
