I looked at these three horns along with a Meinl Weston 45s and went with the PT-15. The PT-15 is a bit heavier in the bell and bottom bow and has a different leadpipe than the PT-10. The PT-10's and PT-15's are very close. The 10 may ring better in some venues while the 15 will carry better in others. A toss up.

The PT-10P did not do anything for me. It seemed to lack that rotary German horn sound I was after. I have heard that the new Meinl Weston 45slp fixes that for those who really want pistons.

If you can find a deal on a high quality used PT-10, then I would go that route. You will most likely not find a PT-15 used at this time. I have only seen one person ever advertise one. Not even sure they went through with the sale.
