In many ways you are right. However, remember it was the drum corps themselves who founded DCI. It was the big boys wanting to have a more competitive circuit for themselves.

Now flash to the modern drum corp activity, especially in the west. California has a whole bunch of high quality corps that don't do a national tour. There is a circuit that competes through most of the summer comprised of "B" corps and other "smaller corps." I think the activity may be having a renaissance outside of the national spotlight.

I don't want to get into politics here, but you may notice the demise of the small corps, Bayonne Bridgemen, and many other corps happened at the same time as the Reagan administration paid for massive tax cuts by cutting funding for Boys and Girls clubs and other similar programs. Our culture seems shocked that our kids spend their summers and after school time on the streets or getting pregnant, but nobody seems willing to spend a few tax dollars to fix the situation. No, taxes didn't usually directly fund drum corps. But when all those after school programs were cut, society and its money had something more self serving to do.
