Scoring octaves gives the strongest tonic reproduction. The thinking behind this is that you follow the overtone series in the production of desired notes.
For example:
CCC - CC - G - C - e - g - b flat - c1 ........
Your 2 tuba players would want to play CCC and CC to create the strongest sound on the bass range CC/CCC.
This works best if the 2 tubas are in tune. Sometimes it will be better to actually tune the CCC to the CC, in reverse of traditional tuning techniques.
