On the BBb tuba the first pedal note is Bb played open and written in bass clef 6 lines below the staff. Descending from there one can use the fingerings others have mentioned. When you wish to play the BBb one octave below the pedal you must play it with the first valve. To go lower keep adding valves in the usual manner as you descend each semitone! The same thing also works one octave higher on the Bb euphonium and it can also be done on CC, Eb and F tubas remembering to play the octave below the fundamental with the first valve.
