"Bestler" is a stencil of Shanghai Lan Sheng Corporation, who markets everything from shoes, suitcases, pencils, inflatable toys, typewriters, and your basic $150 (wholesale) brass tuba.
I get the feeling that Lan Sheng is the collection point for a bunch of state-run cooperatives. For example:

I also get the impression that there are a few government-specified tuba designs and many small cooperatives can be in the business of making them.
