"Don't practice hard on either instrument if it results in a swollen embouchure"

Good suggestion but thats not what is happening. If I play lots of low long notes on tuba, no pressure is involved, but my lips swell enough that if I pick up the euph my embouchure is affected quite a bit. The swelling is from all the vibration, not from
pressure, since what I have is a relatively well developed embouchure for euphonium and a very undeveloped tuba embouchure. I suspect that once I get beyond this stage it will be fine, the question is how to do it without causing problems on both instruments.

I also don't have the luxury of being able to break my practice in pieces, I work for a startup 10 hrs./day and the best I can do is block out a 2 hour session in the morning before going to work.
