Step one is take them out and clean them! There just like anything else if they drag on the dental plaque that accumulates in there, they will go slow. There easy to remove, but a little tricky to reinstall. It's mush easier to have someone show then to hear it discribed.Durrinmg the prosess you can check them for wobbel and out of roundness of the bearrings.These are all impoartand and can be delt with. Just fing a REAL repairman.
You can tell if He's for real because He will be swamped with instruments and He (or she)
wont Be up front selling sheet music or guitars.
Just kiss his behiend as much as it takes to get him (or her) to show you the "mistories" of rotor valve. It will make life simpeler.
