When you say "oiling", are you oiling just the bearings, or are you running oil down the leadpipe or slides? Try pulling the 4th slide and dropping a generous amount (about a tablespoon) of oil down the slide outer tubes and let the valve marinate in it a day or so. Then gently see if the valve will yield--you may have better luck if you try turning the valve by grasping the stop arm and turning it with your fingers.

Failing that, the easiest way to free a stuck rotary valve is to remove it. But if you've not done this before, I'd leave the job to a repair tech--it's a simple job.
