Your advice to the fellow to look for a 4V horn before contemplating a conversion is sound. However, there are nuts out there (like me) who tinker with their own horns and even though we lack the skills to sell repair work to someone else, we can perform quite well strictly as a hobbiest. I think if I was looking to do a 'quickie' 4V conversion, I would add a rotary valve and some tubing instead of adding another piston.
Getting back to your point... buying an existing 28K is by far the best approach... if you can find one!
