Sousaphones can weigh from approximately 15 - 30 pounds, depending on model and material. Five feet is not too short to play, but you should know that many former souspahone marchers end up with neck "chiropractic" problems in later life.
The tuba is certainly easier to play - though much more physical - than the oboe. If you have a strong enough air stream to play the flute, you certainly can play a tuba/sousaphone...
