You want to be in a place with enough good to great players that you will be challenged and be hearing examples of quality playing every day... but, on the other hand, if there are a whole lot of good players around you may be limited in your opportunities to play in the top ensembles.

It seems to me that there are two routes to go. 1. Pick a small to mid sized university that will allow you to get a lot of ensemble playing. or 2. Play really well in order to get your choice of ensembles. I always hate to see very good tubists having to play in the "all Campus" band (or whatever you call the non audition band at your school) simply because there are too many older tubists.

Lastly, be sure that you are going to get to a place that has tuba teacher. It took me years to relearn the habits taught to me by a trombone professor... And at that school we had a great tuba section.
