1/ Someone could probably iron the sheet metal in your bell flatter and smoother. If you have a bell garland, that area is problematic as there are two layers of metal. (Particularly) old Mirafone bells are thin and should not be sanded nor heavily buffed to remove evidence of old creases.
2/ ' sounds like a classic case of the creepin' crud.
