On a instrument as large as the tuba, there is probably no appreciable difference between the two finishes. The difference is more cosmetic than anything. If a silver horn plays better than a lacquer version of the same model, it is more than likely due to the fact that in some factories the better built/aligned/soldered horns get the silver dip and the others get lacquer. This is not a universal axiom, but I have heard of a couple groups doing this. For repair purposes, it can be a little easier to resolder a silver horn on a joint due to the fact that lacquer may burn. Some peoples skin pH goes through lacquer quickly and silver is better for them. Some people are the other way around. Silver horns retain a little more value and look a little better than lacquer, but the difference is not always worth the cost difference.
