I hope you are referring to LACQUER on METAL sousaphones. Paint remover will not harm the brass. (I tried Zip-Strip once and it didn't harm the lacquer either!) But I would be wary of using any kind of paint remover on fiberglass sousaphones, which are often painted. I do not know if the plastic resin would be softened, but maybe somebody else in this group can tell you.
