On a little further reflection, you have the right principle in mind as long as the horns are playing from the same partial. For example, a BBb tuba playing a 1&2 valve G will use the same length of tubing as a CC tuba playing the same note 1&3 or 4. An F tuba playing C below the staff 1&3 will have the same tubing length as a CC tuba playing it open. It's an interesting idea.
