IMO, the only safe way to put your tuba down is carefully and keep an eye on it when it's not in the case. I've seen bad situations happen both ways the tuba was out of the case and not in the hands of the user.

scene 1 - Region Clinic. I put my tuba on it's back behind my chair and someone came through to quickly and kicked, yes kicked, my tuba into a chair.

scene 2 - Up on concert risers the guy next to me decides he wants to put he tuba down and puts it on the bell. Starts to get off the risers, bumps his chair and down goes the tuba. Huge dent in the side of the horn and bell got banged up too.

So on my conclusion, the only safe place for a tuba out of the case is in careful watch.
