Don't you have to have some kind of bureaucratic license for that? You know, be a licensed street performer? How much does it cost for a mime's license? More than it's worth, I'll wager...
How about getting to know the security people at a large building that might give you access to a basement room?
Perhaps if you contact Mr. Deck or one of the other profs in the area, they could work something out at one of their respective schools. Or maybe contact a local high school band director and offer to teach gratis or cut-rate tuba lessons/sectionals in exchange for practice space and time.
Ahhh, the bliss of suburbia. Only 15 or so neighbors to annoy at night. Course, the feelance opportunities ain't much...
